The Knox City Council members held further discussion on the proposed dumpster ordinance.
Councilman Don Kring commented that he would like to see the ordinance without the residential provision in it. The ordinance restricts a dumpster in areas zoned R-1. A dumpster could be allowed in an R-1 zone if a building permit is acquired. A dumpster is allowed in any 10-day period out of a month one time a year for cleaning projects or a roofing project. A dumpster may also be included in R-1 if a variance is granted by the Board of Public Works. Otherwise, a dumpster is not allowed.
Kring said he doesn’t think the city should be able to regulate what a resident has on private property. Councilman Ron Parker agreed, adding that the ordinance should just focus on the right of way. Councilwoman Linda Berndt reminded them that this is for public health and safety.
There are ordinances that cover trash on private property outside of the dumpster ordinance
Kring made a motion to amend the ordinance to take out the private property portion of the ordinance. Parker seconded the motion, but the action was denied by a vote of 2-3. A motion to approve the ordinance on third and final reading as presented was made by Jeff Berg with Greg Matt seconding the motion and Berndt presenting a yes vote. The motion passed on a 3-2 vote.
The council members agreed that there is still a lot to do to clean up the city.
