Former Culver Town Council Member Indicted on Arson Charge

A former Culver Town Council member was indicted by a Marshall County Grand Jury on Thursday, Feb. 7 on a Level 6 felony charge of arson.

Marshall County Prosecutor Nelson Chipman said 57-year-old David A. Beggs allegedly committed arson by burning down a vacant rental property at 115 W. Marmont Street in Culver on July 13, 2017. 

“It is alleged that it was intentionally set with the intent to defraud an insurance company,” said Chipman.  “We arranged for his surrender, he immediately posted bond, and the court imposed additional conditions at our request for his release which include the execution of a waiver of extradition, and surrender of his passport.”

Because he was a member of the Culver Town Council at the time of the alleged incident, the matter was turned over to the Indiana State Police and the evidence was reviewed by a Grand Jury. 

The rental property was in the name of David A. Beggs and Susan Beggs. 

An initial hearing on the matter is set for Tuesday, Feb. 12 at 8:30 a.m. in Marshall County Superior Court No. 1.  A status hearing will follow on May 3.
