Winamac Town Council Passes Ordinance Related to MVH Restricted Fund

An updated mandate was the driving force behind an ordinance considered by the Winamac Town Council last week.

Clerk-Treasurer Melanie Berger explained that Motor Vehicle Highway (MVH) Funding comes into the town in one single direct deposit.

However, it has to be divided into two separate accounts; one is simply titled the MVH Fund and the other is an MVH Restricted Fund.

Berger elaborated on why the separate accounts are necessary.

She explained, “The reason for the Motor Vehicle Highway Restricted Fund is we have to show that fifty percent of all of our funds that come in from the state for motor vehicle highway have to be used for the construction, reconstruction and preservation of our roadways.”

Berger said the state is now requiring the municipality to place the MVH Restricted money into Fund 203.

She told town council members that some account adjustments had to be made in order to address the new state requirement.

She noted, “Our Fund 203 was for the Neilbert Cemetery Trust that was established way back in the 90s so we’ve had to move funds around. Fund 203 will now become Motor Vehicle Highway Restricted and the Neilbert Cemetery Trust is now going to Fund 210.”

Berger said the accounting adjustments had to be recorded in the form of an ordinance so the change would be reflected on the books for the State Board of Accounts. Members voted unanimously to approve the document.
