The Winamac Town Council was tasked with creating a fund for the generous posthumous donation from Hank and Alice Mooi when members met Monday night.
Clerk-Treasurer Melanie Berger reminded the council that the police department received approximately $29,900 from the Mooi Trust and explained that since it was a bequest from a trust, a new fund has to be created.
Berger noted that one of the stipulations is that the money can only be spent on equipment.

Winamac Town Council members considered a resolution Monday night that would take the place of one that was established a few years ago.
As previously reported, Winamac Town Council members passed a resolution back in 2016 that would authorize the use of procurement cards from the BMO Harris Bank out of Illinois.
At the time, they couldn’t acquire the cards because the Town didn’t have a recent audit. After one was completed, Clerk-Treasurer Melanie Berger reminded the council about the resolution. Continue reading
A Winamac resident came before the town council this week to discuss the state of the town cemetery. At Monday’s Town Council meeting, long-time resident Al Breyfogle shared a story about his son’s cemetery plot.
He explained that his son passed away in October last year and was buried in the Winamac Cemetery. Breyfogle explained that he was notified when the headstone came in and when he went to take a look at it, he was dismayed to find that the cemetery was not mowed. Continue reading
The Winamac Park Board is asking for a slight increase in its Park budget. Clerk-Treasurer Melanie Berger reviewed the 2019 budget proposal during last week’s board meeting. She explained that it’s about $900 larger than this year’s budget. Berger said the park board has been doing a good job of staying within its budget, and if spending and revenue projections hold true, the park board can expect to increase its cash reserves by almost $15,000 by the end of 2019.
The Winamac Park Board is looking to add some more maintenance help. Based on a recent work session on the upkeep of the town’s parks, Park Board President Courtney Poor says he’s come to the conclusion that Park Manager Dave DeLorenzo needs more help.

Some changes were made to the holiday schedule for town employees at Monday night’s Winamac Town Council meeting.
Clerk-Treasurer Melanie Berger explained that typically, town employees work half days on Christmas Eve and New Year’s Eve. However, since Christmas falls on a Tuesday this year, Berger asked the council to consider giving employees the whole day off on Monday, December 24th in exchange for working a full day on Monday, December 31st. Officials in the town of Winamac agreed to attend a joint meeting with Umbaugh and other local officials to discuss issues with the local income tax (LIT).
When town council members met in a special session on Monday, Clerk-Treasurer Melanie Berger informed them that Pulaski County Public Library representatives recently met with Umbaugh Executive Partner Todd Samuelson to discuss the problem.
Berger said they expressed an interest in holding a meeting where town and county officials, as well as any other agencies impacted by LIT levy freeze, could receive additional information from Umbaugh. Continue reading

The ordinance book for the Town of Winamac has been updated and council members considered a quote for the upgrades submitted by the company American Legal Publishing during their meeting on Monday.
Clerk-Treasurer Melanie Berger said the company updated the book to include ordinances spanning from July 16th, 2016 through December 31st, 2017. The quote provided by American Legal was for $1,985. Members voted unanimously to approve the quote.
Additionally, Winamac’s Town Council members are anticipated to consider an ordinance pertaining to public nuisances on private property in the near future. Continue reading
First Sergeant Mark Hoffman with the Winamac Police Department submitted a request to add more officers to the Reserve Program during last Monday’s town council meeting.
Sergeant Hoffman explained that a few people who work for the Police Department are looking to switch positions.
“We recently had three jailers express interest in being reserves.” Hoffman went on, “I would like the board’s permission to move forward with them. It will cost the town $100 per person for insurance and probably another $100 [each] to get them outfitted.” Continue reading
Winamac town officials expressed gratitude toward the Mooi family when members met Monday night.
Clerk-Treasurer Melanie Berger explained that two departments will soon receive some funds as the result of a generous posthumous donation from a local couple who passed away last year.
Berger told members, “The Winamac Volunteer Fire Department, along with the Winamac Police Department, they were beneficiaries to the Henry Mooi and Alice Mooi revocable trust.” Continue reading
Winamac Clerk-Treasurer Melanie Berger reviewed the findings from Umbaugh’s budget report when town council members met last Monday.
The town’s financial advisors at Umbaugh looked at the current rates for the electric, water and wastewater utilities and then provided a projection of whether or not current rates will be able to sustain the accounts over the next five years. They also indicated whether or not the utility would see a positive or negative cash flow. Continue reading
Parking issues at a Winamac establishment were addressed when town council members met last Monday.Councilman Alvin Parish asked about addressing an issue with regular vehicles parking in the spots designated for motorcycles and golf carts at a downtown restaurant on Market Street.
Council President Tom Murray said he believed the police should be ticketing the vehicles but said they are currently unable to do so since there isn’t a specific town ordinance prohibiting the parking. Continue reading
The 2018 employee handbook ordinance was up for adoption at the Winamac Town Council meeting Monday night.
At a meeting in March, council members found some inconsistencies with the document so they decided to send it back to the company New Focus for amendments before considering it for adoption. The inconsistency they discovered was related to grievance procedures. Continue reading

Three township fire department contracts were approved during the Winamac Town Council meeting Monday night.
Town Council president Tom Murray asked if the contracts were the same as last year. Clerk-Treasurer Melanie Berger confirmed that the contracts remained the same with Franklin Township paying $9,283.92 as an annual service fee, Rich Grove Township has a yearly contract fee of $3,664.38 and the contract for Tippecanoe Township lists a $2,174.42 yearly charge. The Winamac Town Council members postponed the first reading of their employee handbook ordinance due to some inconsistencies with grievance procedures.
According to Clerk-Treasurer Melanie Berger, the town pays the Indianapolis-based company New Focus a $125 annual maintenance fee to update the employee handbook as laws change. While reviewing the document prior to Monday’s meeting, Councilman Dan Vanaman brought some conflicting information to Berger’s attention. Continue reading
