Winamac Town Council Meets with Water Project Officials

The Winamac Town Council met in a special meeting Monday afternoon to discuss details surrounding the water project.

Members met with Midwestern Engineers CEO Mark Sullivan and the project’s electrical engineer Allen Burch.

Sullivan noted that the special meeting was called to address a request submitted by the project’s grant administrator.

He told members, “Mike Kleinpeter, the grant administrator, was wanting to get the paperwork approved so that then he can submit it to OCRA.”

He continued, “We’re actually asking for a 30-day time extension from OCRA through the end of next month, but that’s while they process the papers so we want to approve it on our end.”

Sullivan mentioned that project officials felt that substantial completion was reached on July 18th. While that milestone has been reached, there are still a few other things that need to be taken care of before the project is finished.

Sullivan added that even when those items are done, the Town may still ask contractors to address any unfinished business.

He explained, “The substantial completion identifies the punch list, as we know today. If we would over look something, both contractors have to provide a one year warranty from the date of the substantial completion so anything that would come up within that one year period would still be fixed under a warranty.”

Throughout the meeting, Sullivan identified punch list items that he was aware of and discussed a few others that he thought could be included. Burch provided some items that he felt should be added as well.

In addition to the punch list, Sullivan also covered the remaining payments for the project’s contractors KDM Services and H&G Underground.

While discussing the amount of money that would have to be paid out and retained, Sullivan established that there was typo in the figures that were included in the packet that was provided to the council.

Additional information about the water project will be shared when the updated punch list items and financial information is provided to Winamac officials.
