The Knox City Council recently took action to make sure funding is available for the wastewater treatment plant project, as well as next year’s budget. Council members passed a resolution to meet a $120,000 grant match requirement.
As part of the resolution, $40,000 was transferred out of two other line items in the Cumulative Sewer Treatment Fund, while the other $80,000 was made available as an additional appropriation.
In a separate item, the city council approved a reduction of appropriations in multiple funds for this year’s budget. In total, the council reduced the city’s permission to spend money before the end of the year by almost $336,000. That includes over $245,000 out of the General Fund, almost $61,000 out of the Motor Vehicle Highway Fund, and more than $29,000 out of the Park Fund. That will help the city to properly fund the 2021 budget.
Utility Clerk Cheryl Runkle explained that the Indiana Department of Local Government Finance requires the city to have an operating balance for the year. “Ideally, you will not use your December draw,” she said. “That is used to fund next year’s budget, the first six months. That’s what you want. That’s the goal, and this will get us a little closer.”
