North Judson Police Activates SWAT

A rather quiet Wednesday afternoon in North Judson turned serious and tense within seconds when the North Judson Police Department received a 911 call around 5:26 p.m. about shots fired in a home at 305 E. Talmer Avenue. The call was originated by the stepson of the suspect, Hanley “Warren” Chapman, when the stepson was outside of the home and heard the shots. The stepson then saw Chapman’s brother-in-law exit the residence.

North Judson Chief Deputy Joe Budner was the first officer on the scene. Police quickly ascertained that Chapman had fired three rounds inside of the home with his brother-in-law present and that he had been drinking alcohol. No one else was in the home. Additional officers arrived from the Starke County Sheriff’s Department and the Indiana Conservation Department.

North Judson Police Chief Doug Vessely activated the Pulaski County SWAT Team to respond to the home. The North Judson Wayne Township Fire Department was utilized for traffic control. Starke County EMS staged near the scene and was put on standby.

Police made several requests for Chapman to exit the home to no avail. The home was surrounded and a tight perimeter was set. Neighbors were warned, protected or evacuated. Pulaski County Sheriff Michael Gayer arrived and coordinated the SWAT team. Continued requests for the gunman to exit the home were ignored and a myriad of telephone calls went unanswered.

The SWAT Team arrived around 6:37 p.m. and deployed gas into the residence. After a brief waiting period, entry was made into the home and the ground floor was searched. No suspect was located. The team then fired gas into the basement and searched that area. It was determined that the suspect was in a small block room inside of the basement area. Another round of gas was fired into that door and Chapman was found in the room. He was brought outside and checked by a medic. He was then placed under arrest for Criminal Recklessness as a Class C Felony and Resisting Law Enforcement as a Class D Felony. The Fire Department utilized fans to help clear the gas from the home. After a consent to search, the weapon, a Ruger 40 Caliber handgun, was located and taken into evidence. Chapman was transported to the Starke County Jail where he was later arraigned and given a $50,000 Circuit Court Surety Bond.

Chief Vessely praised the efforts of all officers involved for their outstanding work, patience, and professionalism in neutralizing any additional threats and apprehending the suspect.

“In today’s police work, you never know what can happen from a big city to a small town,” said Vessely. “With this incident, all of the officers and departments involved did extraordinary work that resulted with no injuries.”

Vessely went on to thank the Starke County Sheriff’s Department, Indiana Conservation Officers, Pulaski County Sheriff’s Department and Sheriff Gayer, the North Judson-Wayne Township Fire Department, Starke County EMS, and the Pulaski County SWAT Team.

“Every effort was made to keep the citizens of North Judson, the neighbors, and motorists safe from any possible violence that could have stemmed from this incident,” Vessely added. “Thank God all of us could go home safely.”

Same old scam and a new one in the area:

North Judson police would like to warn the the citizens of North Judson and the area of two scams that are going around.

The first scam: Someone calls you and tells you that you won a large amount of money. Then they tell you that all you have to do to claim the money is send them a money order or wire them a processing fee. If they say you have won money, DO NOT send them any money. Just tell them that you’re not interested and hang up the phone.

The second scam: a resident received a call from a male subject stating that he was calling from Mircosoft Windows and stating that the caller’s computer was hacked. The idea behind this scam is the hacker wants to get into your computer so he get all your personal and any banking information.

DO NOT give anyone your personal information over the phone. Only do business with legitimate businesses. If you do receive any calls like the two that were mentioned, contact your local police department and report the scam.
