Roy Bell Murder Trial Under Way In Fulton Superior Court

The bench trial of the man accused of brutally murdering an elderly Knox woman after breaking in and ransacking her daughter’s home in Leiters Ford is under way in Fulton Superior Court. Roy Bell is charged with murder, robbery and criminal confinement in connection with the November 22, 2011 shooting death of Wilma Upsall. Photos of the crime scene indicate a telephone was ripped from the wall, and Upsall was bound to a chair with the cord and a knotted towel. Ligature marks were visible on her wrists, and forensic evidence indicates she was shot from behind with a .380. Bullet holes, casings and unspent cartridges were found nearby, and the master bedroom appeared to have been ransacked. Her daughter came home and found her slumped over in the chair. WKVI’s Anita Goodan is in the courtroom and says Upsall’s family members were visibly shaken when they saw the photos. However, Bell has shown no emotion so far. He faces a maximum sentence of life in prison without the possibility of parole. So far three state troopers and a state police crime scene technician have testified for the prosecution. Bell was apprehended at a home in Monterey two days after the shooting.

 

Burglary Suspect Pleads Not Guilty

A man accused of stealing several items from the USA Cafe has pleaded not guilty in Starke Circuit Court to charges of Burglary and Theft.

It is alleged that on Aug. 18, Michael Hoekman, 22, entered the USA Cafe in Knox during the overnight hours and stole a desktop computer and accessories, cash, a television, an Xbox 360 and games, a handgun, and several other items.

He was arrested on Tuesday, Aug. 20 by officers from the Knox City Police Department and officially charged with Burglary and Theft and given a $25,000 surety bond. Hoekman was released to Community Corrections on Monday morning. He was also ordered to have no contact with the victim.

Knox City Council to Hold Public Hearing for Budget

The Knox City Council will hold a public hearing during their regularly scheduled meeting on Tuesday, Aug. 27 to discuss the 2014 budget, and according to Clerk-Treasurer Jeff Houston, the city expects to see an increase in the overall budget of just under 3 percent. However, he said the city will likely have to make some cuts in order to capture the maximum amount of taxes the city has coming to it, but overall, the budget is in pretty good shape.

Knox City Council Approves Holiday Schedule

The Knox City Council last week approved the city’s holiday schedule for 2014, including trick or treat hours. According to the press release, the city will celebrate New Year’s Day on Jan. 1 and Martin Luther King Day on Monday, Jan. 20.

In February, the city will honor President’s Day on Feb. 17, with no holidays planned in March. Good Friday falls on April 18 and will be observed by the city; Election Day is Tuesday, May 6 and Memorial Day is Monday, May 26.

Walorski to Host Fraud Prevention Workshop at Knox Community Center

Knox Community School Board Approves High School Textbook Fees

The Knox Community School Board members approved the high school textbook adoption fees during their meeting Monday night.

Superintendent A.J. Gappa explained that they are in line with the middle school textbook fees.

“Most of those fees involve the computers and they’re right in line with the middle school in laptop computer fees for the one-to-one program. By individual classes at the high school, if certain classes call for extra fees, those will be added on top of the computer fees,” explained Gappa.

The middle school fees in the one-to-one computer initiative are $113.50.

“Harvesting Our Future” Event This Weekend

  
 
The “Harvesting Our Future” event is planned for this weekend at Wythogan Park in Knox. On Saturday, Aug. 24, a car show, games, food booths, vendors and a parade down main street will take place to fill the void left by the Harvest Festival that was canceled this year due to lack of a coordinator.

Board member Lora Thompson Hall told WKVI that the event is focused around providing children in the community with a weekend of fun and community awareness.

The Knox Community School Board got an update on the start of school during their meeting on Monday night.

Superintendent A.J. Gappa said things are going smoothly so far.

“School in all three buildings got off to a fairly smooth start,” explained Gappa. “I reported to the board that all of our buses are in good shape and doing well. We’ve added three new buses to the fleet.
Our next bus inspection is due sometime in October.”

Knox City Council to Discuss Jail Water Project

A necessary infrastructure improvement to keep the Starke County Jail project on schedule will be discussed during a special-called Knox City Council meeting this evening. The pressure from the water pipe that feeds the facility on State Road 8 east of Knox is not adequate to provide fire protection to the building, based on the results of a recent hydrant test. City and county officials are studying options to remedy that problem and have decided that running a loop from Henry Drive to Edgewood to the highway is the best option in terms of cost and the time frame necessary to finish the project. Dennis and Chuck Estok have agreed to donate an easement through their property in order to accommodate the upgrade. The work needs to be done by April 1, 2014 in order to keep the jail project on schedule. Other options include building an underground tank to hold water or constructing a temporary tank above ground until the water lines can be upgraded. However, both options are considerably more expensive than running a loop to join with the existing pipe. The county commissioners agreed to spend up to $50,000 for the upgrade, with the work to be done by the city. The city council will consider that offer during a meeting this evening at 7 p.m.

 

Police Agencies Continue to Collected Unused, Expired Medications

 
 
Several police agencies in the area have been collecting expired or unused medications at their facilities. The LaPorte County Sheriff’s Department is one of those agencies and just recently the sheriff’s department along with the Michigan City Police Department and the LaPorte County TRIAD incinerated 105.5 pounds of medicines that had been collected.

The unused medications had been collected since April 27 and they were incinerated in a licensed facility.

IU Health Starke Hospital Names New Interim President

A familiar face is once again at the helm of IU Health Starke Hospital. Linda Satkoski has been named interim president at the Knox facility following Jared Beasley’s recent resignation from that post. Satkoski served as the hospital’s president from July of 2009 until May of 2012.

During her previous tenure at IU Health Starke Hospital, more than 80 new physicians were added to the Medical Staff—providing Kankakee Valley with specialized care in cardiology, women’s care, orthopedics and sports medicine, close to home. Under Satkoski’s leadership, millions of dollars were invested into new technology to assure the highest level of care to the community.

In addition to her interim role in Knox, Satkoski will continue her duties as Chief Operating Officer at the partner-facility IU Health La Porte Hospital, where she’s served for the past year. Continue reading

City of Knox Receives Squad Car Grant

 
 
The clerk-treasurer for the city of Knox has announced that after months of waiting, the grant for the purchase of a new police squad car has been awarded to the city. The city was looking to replace a police vehicle that had been totaled after striking a deer, and Jeff Houston said the grant was awarded in the amount of $24,900 from a USDA rural development grant.

Inspections Results Awaited Regarding Bass Lake Beach and Campground

The Starke County Commissioners are eagerly awaiting the results of the state inspection conducted at the Bass Lake Beach and Campground, and according to Commissioner Kathy Norem, those results should be in before their next commissioners meeting, planned for Monday, Aug. 19. She said the campground had previously been cited for a number of sanitary violations but campground management claims they have corrected those. Since then, a number of other violations sprung up, and those, too, are claimed to have been corrected.

ISTEP Scores May Arrive at School Corporations this Week

 
 
ISTEP scores could be released this week months after they should have been in the hands of school corporations around the state. ISTEP scores allow teachers and administrators to assess student performance and appropriate remediation on students that may benefit from extra instruction.

Major disruptions were caused during ISTEP testing this spring as the facilitator of the test, CTB McGraw Hill, experienced computer server glitches while students were taking the online test. Superintendent A.J. Gappa said while Knox students weren’t widely affected, some students in the state were.

Bower Street Railroad Crossing in Knox Closed this Week

 
 
The railroad crossing on Bower Street in the City of Knox will be closed this week for maintenance.

The closure will be in place today and will be in effect for the entire week. The crossing is expected to open at the end of the day on Friday, Aug. 16.

A detour will be posted around the closure site. Be sure to include a small detour in your travel plans around the city.
