Marshall County Commissioners Approve Pre-Payments

  
 
Along with the approval of year-end claims, the Marshall County Commissioners approved pre-payment for a new van for the Marshall County Corrections facility during a special meeting held Tuesday, Dec. 31.

Sheriff Tom Chamberlin told the commissioners that he would be purchasing a used 2013 Ford van from Oliver Ford that would be used to transport prisoners. There will be no trade-in as an older, smaller van will be used for local transfers.

Marshall County Highway Department Updates Commissioners

  
 
Marshall County Highway Superintendent Neal Haeck gave the commissioners and update this week on the activities of his department. Haeck said his department is looking to perform a road cut for resident Joe Stoffer for farm drainage and asphalt surface, beginning this week through Jan. 18. The cut, he said, would take place between 3rd and 4th roads on Grape Road.

Marshall County Commissioners Discuss Buggy and Trailer Plates

  
 
Marshall County Highway Superintendent Neal Haeck gave the commissioners an update on costs of buggy plates and trailers in area counties.

The commissioners are attempting to find a way to repair roads that have a lot of horse and buggy traffic. Horse hooves and the buggy wheels create damage to the roads that aren’t made to sustain that type of traffic and Marshall County absorbs a lot of the cost of repairs.

Marshall County Commissioners Approve Paperwork in Property Tax Issue

  
 
The Marshall County Commissioners received an update this week on an issue concerning a property tax complaint.

Jean Klinedinst appeared before the Marshall County Commissioners in October where she presented an issue with her taxes on her property at Kreighbaum Lake. She stated that she and her husband were paying taxes on part of a parcel of land that is in the lake. Klinedinst said a survey was completed and found that 18 acres of the 41 acres of property on which she owns is in the lake. She has been paying taxes on water and that’s not normally how the system works.

Marshall County Commissioners Approve Emergency Response Plan

  
 
Gene Gray from the Local Emergency Plan Commission came before the Marshall County Board of Commissioners Monday morning to seek approval of the emergency response plan.

Gray explained that there were a few format changes to the plan and updates were made. The plan includes site plans for evacuations and how to report hazardous material. All departments are to respond accordingly to the plan.

The commissioners told Gray that the plan looked good and that he and EMA Director Clyde Avery and other members have worked hard to make this report available and to create protocol for emergency situations. The commissioners unanimously approved the plan and signed the document to enact the changes.

Marshall County Commissioners Approve Recommendation for Metronet Funding

  
 

The Marshall County Commissioners will send a recommendation to the county council for funding to support the Metronet project.

St. Joseph Valley Metronet will be laying down a fiber-optic network infrastructure from St. Joseph County to Plymouth with the cost being split between the county and the City of Plymouth. St. Joseph County, South Bend, the City of Plymouth and Marshall County are paying for the conduit for the project while other entities are paying for the telecommunications cable.

Marshall County Commissioners to Meet with Full Agenda

  
 
The Marshall County Commissioners will meet this morning in the commissioners meeting room in the county building with several items to discuss.

A public hearing on an ordinance will start the meeting at 8:30 a.m. ET. Emergency Management Agency Director Clyde Avery will give a quarterly update, IT Director Michael Marshall will have a personnel replacement request, Gene Gray from the Local Emergency Planning Committee will have an emergency response plan to share with the board, and Clerk Julie Fox will have a request for an equipment purchase for the records department.

An update on the Metronet project will be presented by officials with that project.

The commissioners will also consider appointing David Bacon to the Marshall County Convention and Visitors Bureau, and Thomas Pedavoli to the Board of Health. Nepotism and conflict of interest certifications will be signed.

Marshall County Officials Look to Reduce Road Repair Costs Caused by Horse and Buggy Units

  
 
The Marshall County Commissioners will be discussing what to do with horse and buggies and the damage they cause to the county’s roads in a future meeting.

Commissioner Jack Roose asked Highway Superintendent Neal Haeck Monday to see what Elkhart and LaGrange county highway departments do to reduce the cost on the wear and tear on roads.

Marshall County Commissioners Approve Purchase of Three New Police Interceptors

 
 
The Marshall County Commissioners discussed the purchase of vehicles for the sheriff’s department Monday morning.

Captain Daniel Butt with the Marshall County Sheriff’s Department presented the request for three all-wheel drive Ford Interceptors. Oliver Ford in Plymouth turned in a state bid of $26,642 per unit and the sheriff’s department would get three vehicles. A 2009 Crown Victoria, a 2007 Ford Taurus and a 2007 Ford Fusion would be traded in for a total trade value of $7,200. The total cost of the purchase of the vehicles would be $72,726.

Water Conditioner Presentation Given at Marshall County Commissioners Meeting

  
 
The Marshall County Commissioners entertained information from Dean Freije from High Tech Water Equipment.

Freije explained the benefits of a no-salt conditioner at the Marshall County Jail. He claimed his product can cut down on scale build-up and leave water lines clear of debris. This technology would take the place of a salt conditioner and reportedly be maintenance-free for 10 to 20 years.

Marshall County Building Inspector Proposes Change to Contractor Registration

  
 
A public hearing will be held Dec. 2 in the Marshall County Commissioners meeting room in the county building to gather comments on a proposed change to the contractor registration.

Marshall County Building Inspector Chuck DeWitt explained that there have been some issues with low bonding amounts for contractors. DeWitt told the commissioners that a contractor made an error in some concrete work and truss work which caused a $30,000 loss to the homeowner to have that work redone. The bond only covered $5,000. Another incident resulted in $19,000 in substandard work after an inspection.

Dean Freije will have a water treatment vendor presentation.

Building Inspector Chuck DeWitt will give the commissioners a quarterly report and present a contractor registration for information and for possible approval. The regular reports by County Attorney Jim Clevenger and Auditor Penny Lukenbill.
