
During the March 25 meeting of the Knox City Council, Ordinance 2025 – OR2 was approved on second reading and adopted by the council. The ordinance establishes fees and rules for costs of reproduction of police public records requests.
The public has the right to request records and reports created and maintained by the Knox Police Department. The City Council voted to place fees for requesting that information. The charges listed in the ordinance comply with state law and, as the ordinance states, “are fair and reasonable and accurately reflect the cost incurred by the department for these services.”
Those charges are as follows:
Reproduction of any accident report, $10
Background Investigation, $10
Vehicle Identification Number (VIN) Check, $5
Vehicle Impound Release Form, $35
Certification of any document, $5
Body camera footage, $150 per disc
Squad Car Camera Footage, $150 per disc
Station Video Footage, $150 per disc
Security Camera Footage, $150 per disc
Black and white copies of public documents, 10 cents
Color copies of public documents, 25 cents
The ordinance does state that digital copies of photographs may be obtained at no cost by providing blank media such as a CD, DVD, thumb drive to the department maintaining the photographs.
“All fees and charges received pursuant to the terms of this ordinance shall be processed and deposited into the Law Enforcement Continuing Education Fund,” states the ordinance.
The vote to approve and adopt the ordinance was unanimous.
The council then voted to approve a proposal for services from Troyer Group for the Wythogan Park Land and Water Conservation Fund Grant Application.
“It’s a very large grant process,” said Council President Jeff Berg. Berg went on to say that the application is due Aug. 1. The scope of services from the Troyer Group totals $11,200. That fee has already been allocated.
Council Member Bill Gustafson asked if the $11,200 was a set fee.
“That’s $11,200 to start the process application by the Troyer Group, to get everything off the ground running,” said Berg.
Dates for the city-wide yard sale have been decided. Those dates are May 15, 16, and 17.
