
Pulaski County, IN – On April 11, 2025, Ralph E. Cotner was taken into custody in connection with an incident that occurred at 6336 West 400 South, Winamac, involving alleged intimidation with a deadly weapon. The incident stemmed from a dispute over tire tracks left in a soft right of way, approximately 3–5 feet into an unplanted field owned by the victim.
Following the discovery of the tire marks, Cotner reportedly confronted and threatened individuals who were not involved in the initial property damage. During the confrontation, Cotner is alleged to have brandished a firearm and made threats of bodily harm.
The Pulaski County Sheriff’s Office responded to the scene and initiated an investigation, with assistance from the Winamac Police Department. A search warrant was obtained to recover the firearm, which is now in evidence.
Cotner voluntarily turned himself in on April 11, 2025, and was later released on bond without incident.
The Pulaski County Sheriff’s Office reminds the public that all criminal activity is taken seriously. Incidents involving threats and weapons will be thoroughly investigated, and charges will be pursued when appropriate.
