PLYMOUTH, Ind. – A press release from Marshall-Starke Development Center (MSDC) announces that the organization has earned an Exemplary rating in its 2026 Supported Employment+ Fidelity Review, achieving the highest designation available on the fidelity scale.
MSDC received 55 out of a possible 60 points during the July 20 review. The result represents continued growth from MSDC’s 2025 review, when the organization received 53 points and a “Good” rating.
The Supported Employment+ Fidelity Review evaluates how closely employment services follow practices designed to support individuals in obtaining and maintaining competitive, integrated employment.
The review included interviews with MSDC Employment Services staff, Day Services staff, participants and a Vocational Rehabilitation counselor, as well as reviews of participant files, data tracking, reports and organizational materials.
Reviewers wrote that MSDC had demonstrated a “tremendous amount of growth in employment services during the course of the SE+ project, even when faced with staffing and funding changes.”
MSDC received full scores in numerous areas, including Zero Exclusion, Agency Focus on Competitive Employment, Ongoing Work-Based Vocational Assessment, Individualized Job Search, Diversity of Job Types and Employers, Competitive Jobs, Individualized Follow-Along Supports and Community-Based Services.
The report found that all placements reviewed were in competitive, integrated settings and that MSDC Employment Consultants spend more than 80% of their time working in the community.
The review also found that participants felt listened to throughout the employment process and that MSDC staff work to identify employment opportunities based on individual interests, strengths, transportation and other personal factors.
Ginger Moore, Director of Employment Services and SE+ Lead at MSDC, has played a key leadership role in the organization’s continued development of its employment services.

The review also recognized employment-focused efforts occurring throughout MSDC, including employment-related activities within Day Services and work with local employers and community members to increase awareness and engagement.
MSDC’s work reflects an Employment First philosophy in which competitive employment is viewed as an achievable and important option for people with disabilities.
While the Exemplary designation represents significant progress, MSDC will continue working to strengthen its employment services. The review identified Rapid Job Search and Work Incentive Planning as areas for continued improvement.
MSDC’s Rapid Job Search measurement has already improved substantially, decreasing from an average of 242.8 days in the previous review to 184.3 days in 2026.
