Starke County Highway Superintendent Rik Ritzler met with FEMA representatives last week to discuss flood damage to the county’s roads, bridges and culverts.
Ritzler told the Starke County Commissioners Monday night that there are three categories that the county qualifies for when it comes to reimbursement funding.
The Starke County Commissioners will have updates from several departments when they meet tonight.

Bids were opened last week for the next cycle of reassessments in Starke County.
Assessor Michelle Snowdon explained that the five year cycle of reassessment procedures is up and she advertised for bids for the next round. Crews take 25 percent of the county in the four years contracted and look at properties for any new buildings, buildings that may have been razed on a property, take measurements, and review the general condition of houses or structures. A malfunctioning sprinkler system recently caused several thousand dollars worth of damage in the Starke County Annex No. 1 building.
The Starke County Commissioners reviewed a contract last week with Paul Davis who completed repairs. The commissioners approved the work to be done during their previous March meeting, but didn’t have a contract in hand. The contract was signed last week.
The Starke County Council members will consider the approval of a job description for a shift supervisor for the Starke County EMS Department when they meet tonight. EMS Director Travis Clary requested support from the commissioners for the four paramedics to oversee operations while he is unable to do so. A $.25 or a $.50 increase for those assuming those duties will also be considered. The council will also determine how to fund two cardiac monitors that were deemed an emergency purchase by commissioners earlier this month. The cost is just over $42,000.
There are two new full-time paramedics on staff with the Starke County EMS Department.
EMS Director Travis Clary notified the Starke County Commissioners last week that one of the new hires started the week of March 5 and the other will begin duties this week. Two new full-time Basic EMTs were also hired. They are replacing two vacancies from resignations.
The Starke County Sheriff’s Office may get a new dispatch program to better suit the needs of the department.
Starke County IT Director Mark Gourley told the commissioners this week that the CAD program, or Computer Aided Dispatch, offered an update in August where some promised features weren’t a part of the update. He said he’s talking more with the vendor about that.
The Starke County Commissioners discussed signs posted by INDOT concerning the operation of golf carts on State Road 10 at Bass Lake.
Commissioner Kathy Norem said she received several comments from members of the Bass Lake Property Owners Association about the signs. Norem said there are conflicting interpretations of the signs that urge motorists to watch for crossing golf carts.
Crews from the Starke County Highway Department continue to assess road damage due to the recent flood event.

The Starke County Commissioners approved the emergency purchase of two cardiac monitors for two of the county’s ambulances.
Starke County EMS Director Travis Clary explained that two monitors went down in the past couple of weeks and left the county with no backup devices. He mentioned the monitors that no longer work are approximately 30 years old and were recently checked for service and passed. Since the county provides paramedic service, cardiac monitors are required to be equipped on each ambulance.
The Starke County Election Board is ready to take its proposal for voting machine upgrades to the county council and commissioners. Vendor MicroVote wants to bring the county’s 46 machines up to the latest federal standards, in time for the 2020 presidential election. Board members decided Wednesday to discuss the upgrades with the county council and commissioners during their March 19 meetings.
On Sunday afternoon, Starke County officials met with State Representative Jim Pressel (District 20) and State Senator Mike Bohacek (District 8) to discuss the recent devastation caused by flooding and what steps to take next.

The Starke County Commissioners have declared a local disaster emergency. It says that Starke County “has been impacted and is immediately threatened by widespread flooding along rivers and streams, in low elevation areas and elsewhere throughout the county.” As part of the declaration, citizens are urged to comply with emergency measures, cooperate with public officials in executing emergency operations plans, and obey the directions of officers.
Two requests for the possession of Starke County Annex keys were brought before the Starke County Commissioners this week.
Auditor Kay Chaffins explained that Deb Mix asked for a key as she is working for Purdue, but she is not classified as a county employee. Chaffins said that Purdue is paying her wages.

Larry Wickert from the Starke County Economic Development Foundation told the Starke County Commissioners on Monday night that brand new popcorn popping machines are in the building along with some other new equipment. Wickert also said a few contractors were at the facility getting things ready to start production soon.
The Starke County Commissioners entertained a request from a resident about the abandonment of a road during their meeting this week.
Highway Superintendent Rik Ritzler explained that resident Dan Gumz just bought property on 200 East north of 50 S. from 50 S. to the dead end and Division Road from 300 East to the dead end that meet. The previous owner gated the road to keep out trespassers and the county hasn’t maintained it for about 25 years, according to Ritzler. The road is in the county inventory. However Gumz asked if the county would like to abandon the road or resume maintenance.
The Starke County Council members want more information about what will be offered to Starke County in the proposed U.S. 30 freeway project before they pay $10,000 toward consultation fees for coalition efforts.
Councilman Dave Pearman asked Larry Wickert from the Starke County Economic Development Foundation about the payment as it was requested. The funds would come out of the commissioner’s County Economic Development Income Tax Fund. Wickert explained that six out of the seven counties involved in the proposed U.S. 30 project pay into the coalition. La Porte County is the only county that doesn’t pay. Wickert believes that U.S. 30 would stay rural in La Porte County and not see an impact. The county has the toll road for a focus.
The Starke County Council will meet tonight where the members will discuss an appropriation request from the Starke County Economic Development Foundation and sign a KIRPC appointment.
The council will meet at 5:30 p.m. CT followed by the Starke County Commissioners meeting at 6 p.m. CT.
The Starke County Highway Department is working toward a goal of having zero deficient bridges in the county.
The effort has shown as there are only two that remain on the list. Referring to the Phase 2A report that pertains to bridge inspections, Starke County Highway Superintendent Rik Ritzler told the county commissioners they are mindful of a couple of areas to make sure they don’t worsen too quickly.
