David Miller

Three North Judson residents were arrested on Wednesday, January 28th after an alleged Burglary incident.

Starke County police received a phone call about a truck parked at a house on 300 East that wasn’t supposed to be there. Police conducted a traffic stop on a vehicle driven by Stephen Wood. Starke County Jail Committee to Focus on Needs Assessment

Starke County Jail

The Starke County Jail Committee continues its quest in trying to decide what to do about the Starke County Jail. Starke County Commissioner, Kathy Norem, was asked where the Committee stands on their discussions.

“We have a needs assessment that has been sent out and we should receive the request for proposals from companies to do a needs assessment for us,” she replied. “Once those are completed and the study has been done, then I believe that we will need to bring that to the people and show them what the results of that study were that show us exactly what we should be doing for the jail; whether that be an addition, some sort of renovation, a new facility, and if so, what kind of new facility.”

Starke County Jail Committee Holds Final Informational Meeting

Starke County Jail

The third in a series of informational meetings on the Starke County Jail was held at Oregon-Davis High School last night.

Those in attendance heard plans for a bill to be heard in the state legislature that would allow the Starke County Council to adopt an ordinance imposing an additional county economic development income tax rate for the purpose of financing, constructing, acquiring, and equipping a county jail and related buildings and parking facilities. Although this method of funding a project has not been agreed upon by the Jail Committee, if passed by the legislature it would be a funding tool to be used exclusively or in tandem with a property tax levy to fund a new jail.

Starke County Jail Committee Holds Second Informational Meeting

The second informational meeting held by the Starke County Jail Committee was held last night in North Judson.

Those in attendance heard Todd Samuelson of Umbaugh and Associates talk about the funding of a new jail, using the figure $13.5 million. If property taxes were used to fund the project, the tax implication would be $.12 per $100.00 of net assessed value. The bond issue would be for a maximum of 20 years according to Samuelson. Some members of the committee said they are looking into a combination of property taxes and income taxes if a new jail were built.

The Jail Committee stressed that no decision has been made on whether to build a new jail, or not.

It was pointed out that Starke has the second oldest jail in the state with many problems arising over the past year.

The final information meeting will be tonight at the Oregon-Davis High School at 6:00 p.m.

Temperatures Soar in Starke County Jail Equipment Room

Starke County Jail

The beleaguered Starke County Jail has developed more problems recently: I.T. Director Joe Short said the equipment room temperature soared into the sauna range.

“Basically what happened is, the equipment room air conditioner quit working, and it was exceeding 100 degrees in the equipment room. We got McGrath’s out and put the unit in working condition but still its not maintaining anything below 76, 78 degrees. I’d personally like to see it below 70, preferably around 60-65,” said Short.

The problems began after another problem was corrected.

“The rooftop units quit working in the jail for heating, so there was no heat going into the equipment room. Well, now they have the new rooftop units in there and all the duct-work for heating that building goes through the ceiling above that equipment room. In conjunction with that, and air conditioning was running all summer, now that air conditioner is not able to keep up,” Short said.

So what problems are created when the room temperature goes into the stratosphere?

“When we started cracking that 100-degree mark, all the radio equipment for 911, servers, everything is in there. We’re down to 76, 78 but I’d like to see it get a little bit better than that,” said Short.

The plan now is to move another air conditioner to the room to give more capacity for lowering the temperature into the 60-65 degree range. But Short concedes if the main air conditioner dies “we’re in trouble.”

Commissioner Kathy Norem said, “If it dies that would be an emergency, and we would have to address it then.” If you’re experiencing this too, have your air conditioner checked and maintained by Minneapolis air duct cleaning company.

Starke County Council Approves Money for Special Legislation in Funding Jail Project

Starke County Jail

The Starke County Council approved a $25,000 request from the Commissioners that would be used to secure the assistance of Umbaugh and Associates and Ice Miller, LLC in pursuing special legislation that would help in the funding of a jail project once the scope of that project is determined.

The committee selected to study how to correct problems at the jail was brought up to date this week on what would happen if a Federal Court judge was to mandate that a new jail be built. Starke County already has a class action suit against it, and with the condition of the jail it is not out of the realm of possibility that other law suits could be forthcoming in the future.
