The area is under a Flood Watch and Winter Storm Watch through Thursday evening.
Snowmelt and up to two inches of rain will increase water levels in ditches, creeks, and retention ponds. Flooding of low-lying areas is anticipated and in areas prone to flooding.
Several roads are experiencing high water. Officials urge caution when traveling and do not drive down roads that have high water, or drive around barricades.
The area is forecast to receive snow. Preliminary figures show between four and seven inches of snow Thursday and there is a chance for ice accumulation of up to one-tenth of an inch.
