Special Events Planned after Trick-or-Treat on Halloween

The North Judson Town Board approved a request by the Cross-Town Collision band to host a concert and get-together at the North Judson Community Building after Trick-or-Treat.

The band will provide music to the kids and several door prizes will be awarded throughout the evening. Trick-or-Treat in North Judson is on Monday, October 31st from 5:00-6:30 p.m. CT.

In Knox, the Friends of the park will sponsor costume judging and refreshments at the Knox Community Center after Trick-or-Treat on Monday, October 31st. Trick-or-Treat in Knox is from 5:30-7:00 p.m. CT on Monday.

North Judson Town Board Approves Expenditure for Railroad Crossing Improvement

The North Judson Town Board approved the expenditure of an additional $2,900 for repairs done to the Main Street railroad crossing. The Board approved the work to be done for $4,875 but the an error was made in the coverage area. Town and Country Paving found that more work needed to be done at that location and the Board agreed to pay the extra money for the repairs.

The North Judson Town Board members approved the 2012 budget this week. All funds, including the general fund, local roads and streets, motor vehicle highway, parks, cumulative capital improvements, and cumulative capital development funds total $785,360.

North Judson Town Board Discusses Safety

The North Judson Town Board members held a lengthy discussion about safety at their meeting this week.

A picture of a utility employee hanging by his feet off a backhoe sparked the discussion as some thought a safety violation had occurred. WKVI learned that the owner of American Oak had requested the assistance of the North Judson Utility Department to help unclog a sewer line that his contractor could not successfully complete. It was found that a root ball was clogging the line. Due to the compact sewer area and the success of a previous similar issue, an employee of the department volunteered to be strapped to a strap by his feet suspended by a backhoe and he was lowered approximately 16″ into the four-and-a-half foot manhole to retrieve the root ball. There was no sewage in that area at the time and it had been vacuumed and cleared at the time. The employee successfully retrieved the obstruction within a matter of seconds and no injuries were reported.

Sewer Separation Project in North Judson on Schedule

The North Judson Town Board discussed the State Road 39 project and its progress last week.

The project is going smoothly and paving on State Road 39 should begin this week. Another half block has been added to this project as leftover funds allowed for the completion of additional work. This will take care of the sewer separation issue on that part of town. Only a small section of town needs to be done before all of the storm water and sewer drains are separated throughout the town.

The North Judson Town Board approved spending $50,000 on street paving this year.

The Board discussed, at length, what streets to pave at what cost. The Board settled on paving the intersection at Ufkes and Campbell Drive, West Sycamore Street, Sycamore from Luken Street to the Railroad Museum, 1,100 yards at Highland Cemetery, and the railroad crossing at Arlington Avenue.

North Judson Town Board Approve First Payment for Sewer Separation Project

The North Judson Town Board learned that the State Road 39 sewer separation project is moving along. The Board members approved the first pay request in the amount of $306,614. $15,330 of that will be retained until the completion of the project. The project is being funded by a grant.

The Board is also reviewing a newly proposed animal ordinance. It will be discussed at the next Board meeting on Monday, October 3rd.

North Judson Town Board Approves Resolution for Fire Department Trade

The North Judson Town Board approved a resolution to allow a trade of equipment between the North Judson-Wayne Township Fire Department and the Knox-Center Township Fire Department. The North Judson Department will get a 1980 Ford pumper truck with a 750 gallon tank and in exchange, Knox will receive an air bag system that is capable of lifting up vehicles to help in emergency situations. The Knox City Council members approved a similar resolution at their recent meeting.

The North Judson Town Board took a good look at what the paving schedule would be in the near future and the members decided that chip and seal work may work more in their favor than the cost of paving.

Officers from the North Judson-Wayne Township Fire Department are looking at quotes for a new rescue truck and Town Marshal, Doug Vessely, told the Board that he is gathering quotes for five new police vests.

North Judson Town Board Adds Two Blocks to Sewer Separation Project

The North Judson Town Board approved a change order with the State Road 39 project during their meeting this week. The project originally came under bid by approximately $108,000 and with this leftover grant money, the Board approved sewer separation work to be done on two additional blocks at a cost of $75,969. That leaves $33,000 left in available grant funds for change orders. Nies Engineering is currently working on sewer separation project.

The North Judson Town Board members approved a price quote of $62,795 for a new dump truck for the Utility Department. The older model will be traded in for the 2011 model from Northern Equipment in Plymouth. The payments of approximately $23,000 will be spread over three years. The Board has been planning for this purchase for the past four years.

The North Judson Town Board discussed modifying the commercial building permit fees at their meeting last week.

The current fee schedule allows a commercial business to pay $.15 a square foot of new building construction. Instead, the Board plans to incorporate a flat fee per permit. If the new building or addition is 10,000 square feet or less, the permit will cost $250. If it is 10,001 or more, the permit will be $500.

North Judson Town Board Discusses Urban Chicken Farms

The North Judson Town Board discussed urban chicken farms within town limits at their last meeting in July. The police department received complaints about the farms and the Board was going to look into the ordinances to see about prohibiting those types of activities in town.

On Monday, North Judson resident, Sarah Ransom, presented the Board with information concerning urban chicken farms. Ransom’s neighbors were also present at the meeting and they said that Ransom’s farm poses no problems with them. The Board agreed to review the information, but did not make any decision concerning the allowance of the farms within town limits.

North Judson Town Board to Advertise Budget; Sewer Separation Project to Start Next Week

The North Judson Town Board approved a request to send the 2012 budget out for advertising. The State allowed the Board to increase the General Fund by 2.9% and that is what the Board will be advertising for this year’s budget. The Board is seeking $618,610 for the General Fund.

After the budget is advertised, the budget will be sent to the Auditor’s office and the County Council will review and approve or reject the budget in October. If all is approved, the Board will adopt the budget in October.

The North Judson Town Board is reviewing a proposal from DC Tech Solutions where the company is requesting that they be allowed to mount internet equipment on both of the town’s water towers. The Town would also need to pay the monthly NIPSCO charges. In exchange, DC Tech Solutions will offer free internet to all of the town’s offices and offer 2 hours of tech support a month for free. Since the Town already receives free internet service, the Board and the company will discuss alternative exchanges, if feasible, at a later time.

The North Judson Town Board will be revisiting building permit fees. The current fee schedule states that a residential permit fee will be based upon the square footage of the project. The permit fee is $.15 per square foot of the building. The fee schedule does not include a separate allowance for commercial buildings. The fee schedule will be modified to reflect that change.

The North Judson Town Clerk-Treasurer, Connie Miller, is expected to meet with the Department of Local Government Finance to go over the proposed 2012 budget. Miller told WKVI that the State has allowed the Town to increase its General Fund by 2.9% which will amount to approximately $17,000. The proposed General Fund budget, with the increase, is $618,610. The entire proposed budget, including the General Fund, Local Roads and Streets, Motor Vehicle Highway, Parks, CCI and CCD will total approximately $795,630.

North Judson Town Board Discusses Outdoor Pool Regulations

The North Judson Town Board members discussed outdoor pool regulations at their recent meeting.

Building Inspector, Steve Ransom, said if you install a pool 24 inches tall or bigger, whether it’s a temporary pool or you plan to place it on your property permanently, a permit is required. Pools under 48 inches that have an entry that can not be secured must be fenced in. More information regarding pool installation can be found in an ordinance in the Clerk’s office.

North Judson Town Board News

North Judson Town Board: Dan Anderson, Wendy Hoppe, Jane Ellen Felchuk, Attorney Cassie Hine and Clerk-Treasurer Connie Miller

The North Judson Town Board tentatively approved a bid from Gatlin Plumbing and Heating of Griffith, Indiana, to do the sewer separation work on State Road 39. The Board can not formally award the bid until the state releases the funds for the project. The company had the lowest bid of $531,153.

A discussion was held on the proposed 50/50 sidewalk program. The Board is considering entering into this program, but will not make a decision until the Board begins budget sessions for the next year. The Board has scheduled a budget meeting to plan the 2012 budget for Monday, June 27th at 4:00 p.m.
