Starke County EMS Director Requests ALS Non-Transport Vehicle

Starke County EMS Director Travis Clary wants to turn his new-to-him department vehicle into an Advanced Life Support non-transport vehicle.

He explained to the Starke County Commissioners Monday night that he recently acquired a retired squad car from the Starke County Sheriff’s Office with less miles and less issues. He said he’d like to certify the vehicle through the state as an ALS non-transport vehicle. Continue reading

Commissioners Review Campaigning Amendment to Employee Handbook, Candidate Signs

The Starke County Commissioners reviewed an amendment to the employee handbook pertaining to campaigning during office hours.

An amendment drafted by County Attorney Marty Lucas prohibits employees from using their county office or employment position to assist in any political campaign or coerce any other employee for political purposes. The document also suggests that it is improper to engage in any political activity during working hours.

Golf Cart Signage at Bass Lake Causes Confusion

The Starke County Commissioners discussed signs posted by INDOT concerning the operation of golf carts on State Road 10 at Bass Lake.

Commissioner Kathy Norem said she received several comments from members of the Bass Lake Property Owners Association about the signs. Norem said there are conflicting interpretations of the signs that urge motorists to watch for crossing golf carts.

Starke County Commissioners Discuss Appointments, SCEDF Contract

The Starke County Commissioners are attempting to complete their appointments for the year.

At the last meeting, the commissioners appointed Todd Leinbach to the Board of Zoning Appeals, but he doesn’t reside in the proper jurisdiction. He actually lives in the incorporated town of Hamlet and the person appointed must live in an unincorporated area of the county. The commissioners voted to rescind his appointment. Starke County Commissioners Review Proposal for Elevator Project

The Starke County Commissioners reviewed paperwork Monday night pertaining to the construction of a new elevator at the Starke County Courthouse.

KIRPC Representative Shawn Cain presented forms that the commissioners reviewed that indicate that KIRPC is the grant administrator for the $500,000 grant received for the project. The project cost is approximately $550,560 with $35,000 in fees for KIRPC. The project is expected to be bid out in May. KIRPC is expected to oversee all financial aspects of the project and make sure all laws are followed concerning wages and reporting.

Starke County Treasurer Discusses Tool to Collect Delinquent Property Taxes

Starke County Treasurer Kasey Clark discussed with the commissioners last week a tool that is being pushed by AIC (Association of Indiana Counties) officials to help collect delinquent property taxes.

According to Clark, the organization members came up with the idea of capturing state income tax refunds to pay delinquent property taxes. She said $1.5 million is not collected in the county every year and believes it could be a good tool to gather the funds.

Koontz Lake Conservancy District Officials Looking to Clean up Koontz Lake

 

The Koontz Lake Conservancy District members are looking to improve conditions in Koontz Lake.

Representative Matt Wolfe told the Starke County Commissioners last week that they are looking into watershed management by controlling water runoff from farmland, golf courses and residences into the lake. This will help curb the weeds and algae that are killing native plants in the lake. District members will discuss ditch maintenance with County Surveyor Bill Crase.

Starke County Commissioners Pass Second Reading of UTV Ordinance

The Starke County Commissioners passed the UTV ordinance on second reading.

County Attorney Marty Lucas clarified the wording of “county highway” in the ordinance. He said the wording is a little aged, but it means county road and does not reflect any permission on the state highways to operate UTVs. Highways such as U.S. 35, U.S. 30, State Road 8, State Road 10, State Road 39 and U.S. 421 that run through Starke County are the jurisdiction of the state or federal highway system.

Starke County Council to Review Part Time Employee Status

The Starke County Council will revisit its salary ordinance pertaining to classifications of employees as part-time or skilled part-time.

There are different pay scales for those employees who work part-time and those part-time workers who have developed skills that can be interchangeable between departments. It is up to the department head to determine which level of pay that employee receives.
