Winamac Town Board To Draft Golf Cart Ordinance

The Winamac Town Board will soon be putting together a golf cart ordinance.

The members discussed the issue this week and the board has said that their main concern is safety. Ordinances from other towns will be researched so the board can pinpoint what they want to address in an ordinance.

The board also appointed board member Richard Denney to the Star City Sewer Project Board until September, when appointments will be reviewed. He is taking the place of a member who recently resigned from the position.

Winamac Town Board Discusses Nepotism Ordinance

The Winamac Town Board members Monday night discussed how they are going to implement the town’s nepotism ordinance.

The board recently passed a nepotism ordinance that closely mirrors the state’s new law on the subject that will take effect July 1. House Enrolled Act 1005 states that all local government entities must implement and adopt a nepotism policy consistent with the Indiana code.

The town’s policy outlines that after July 1, an individual who is a relative of an existing employee may not be employed by the town in a position that results in one relative being in direct line of supervision of the other relative. Those who already may be employed in this capacity may be grandfathered in after the law takes effect July 1. A relative of an elected official, an individual who works or is appointed to any department or board on any basis, or a member of the fire department and police department will not be approved for employment under this policy.

Sewer Separation Project Completed in Winamac

Members of the Winamac Town Board heard from Commonwealth Engineering representatives Monday night as they reported the final figures from the storm sewer separation project.

The project was finally finished with the separation of several sewer lines in the downtown area and the repaving of some areas in town that were not properly paved in the fall. Stripes have been painted on all the streets and parking lines have also been marked.

The water tower is being painted in the town of Winamac, and that project is expected to be complete by the end of the month. Water pressure has been an issue during this project, but pressure should return to normal when painting is done. This action is done for safety issues and to make any necessary repairs.

Steering Committee Formed For Winamac Community Parkway Project

A steering committee has been formed to help with the Winamac Community Parkway concept recently approved by the town board.

The Winamac Community Parkway Project will consist of a 1.1-mile-long parkway and will provide an open space improvement opportunity, connecting the walking/biking Panhandle Pathway Trail via a downtown hub designed for relaxation and recreation for residents and visitors.

Winamac’s Superior Street May Soon Become One-Way

The Winamac Town Board heard a presentation by the Safe Routes to School organization about the second Walk to School Day planned for Tuesday, May 22. The organization is also working on a Bike Safety Day on July 24. More details will be released about that effort in the near future.

The organization’s members also asked the Town Board to approve Superior Street as a one-way street going east. This would help traffic with kids coming off of the Panhandle Pathway walking or biking to and from school on the Safe Route to School. The Board voted in favor of the change and the change will be effective after an ordinance is approved officially making the move.

Summer Help Needed at Winamac Town Park

Summer help is needed at the Winamac Town Park. Park Superintendent Rick Dilts told the Town Board members that it’s getting into the summer season and employees are needed to help with regular work in the park. For more information, call the Town Hall at (574) 946-3451.

Winamac Wastewater Superintendent, Brad Zellers, told the Town Board this week that his department is getting ready to hook up meters for Star City properties that will be releasing waste into the Winamac Wastewater Plant.

Winamac Town Park Crews Cleaning up after Vandalism Incident

The Winamac Town Board heard from Park Superintendent Rick Dilts who reported that the clean-up at the Town Park is almost complete. A suspected juvenile printed graffiti on the park property and the graffiti included harsh words against a certain student. A vandalism report was made with the Winamac Police Department and if anyone knows anything about this incident, call the Pulaski County Sheriff’s Department at 946-6655.

Winamac Town Board Discusses Installing Additional Lift Station

Winamac Wastewater Superintendent, Brad Zellers, told the Town Board that a lift station may need to be installed on the east side of the Panhandle walking trail on the farm real estate.

Water is draining off the farm ground and going into the town’s sanitary system, causing a great additional cost to the sewer plant. Identifying the responsible party is the next step and a meeting with the property owners will be scheduled with the Drainage Board.

Safe Routes to School Update Given to Winamac Town Board

Brad Conn presented the Winamac Town Board with a powerpoint presentation on the Safe Routes to School proposal. April 12th is the day for Safe Routes to School to be completed and the organization is asking the town to post signs.

The organization has purchased signs for the Safe Routes to School and officials will be working with the Street Superintendent to get the signs posted. Lighted signs have been purchased for five crossing guards.

Winamac Town Board Agrees to Purchase Additional Airport Insurance

The Winamac Town Board approved a request to buy additional insurance for the airport.

Town Manager Jim Conner told the Town Board that he had received an email from Budd Insurance Agency about the Town’s purchase of liability insurance for Arens Field. It was suggested that the Town purchase a $5 million Public Officials Liability Insurance to cover the Town’s portion of the airport costs. The cost from now until September would be $450 and a renewal will cost $1,344 in September.

Winamac Town Board Names New Park Superintendent

The Winamac Town Board appointed a new Park Superintendent at their recent meeting. Rick Dilts was appointed and he will assume the duties from Don Thompson on April 1st. Don Thompson is retiring after 20 years as the Winamac Town Park Superintendent. The Board thanked him for this dedication to the town and Thompson thanked everyone for the last 20 years and he said he hoped he leaves the park in better shape than when he got it.

Winamac Town Board Receives Updates on Winamac Town Park and Home Demolition

Winamac Park Department employees have been cleaning the park after the recent flooding event.

The Tippecanoe River runs through the Winamac Town Park and the water had risen to high levels in the past few months due to snow melt and rains. The back of the park had been closed to keep park patrons from entering the flooded area. The employees were also clearing the river of garbage and other debris from the park.

Winamac Town Board to Conduct Water Pipe Inspection

The Winamac Town Board will be hiring a company to search for any issues with the town’s water pipes. The Board wants to be sure that all of the pipes are secure and are using this as a precaution to possibly avoid a bigger problem.

The Board also learned that the housing rehabilitation program through K-IRPC is almost complete. The Town of Winamac was the recipient of a grant to rehabilitate eight houses with siding, heating/cooling, windows, roofing, or electrical issues to make them more efficient for qualified homeowners. All of the homes are done and the paperwork is being completed at this time.

Winamac Town Board Opens Transformer Bids

The Winamac Town Board opened three bids for a new transformer for the Plymouth Tube company.

The company is planning to expand its business and bids were received for transformers to add electric services to the property. A new substation will be built to accommodate the expansion. All of the bids were in the $385,000 range. The bids were taken under advisement and the Town Board members will be discussing the bids with officials from Plymouth Tube and future plans with the company.

Safe Routes to School and Panhandle Pathway Officials Continue with Project in Winamac

Dave Bennett and John Bawcum from the Panhandle Pathway and Safe Routes to School organizations reported to the Winamac Town Board on their current project.

Officials are connecting a section of the Panhandle Pathway with Superior Street to provide Eastern Pulaski School students with a safe route to school. A piece of land was acquired from a resident for the project and an easement for the project was granted. Stone is lining the pathway for now, but it will be paved when spring arrives.

Winamac Town Board Discusses Paving after Completion of Sewer Separation Project

The Winamac Town Board discussed the recent paving work done as part of the completion of the sewer separation project in the downtown area.

Wastewater Superintendent Brad Zellers told the Board that there are some spots where the paving was done too quickly and it didn’t settle right. There are several areas that will need to be redone in the spring. The Board can’t close out the project until all of the work is done to the Board’s approval.
